A domicile certificate in Jammu & Kashmir (J&K) is an official document proving that a person is a resident of the UT. After the 2019 reorganisation of Jammu & Kashmir, the traditional Permanent Resident Certificate (PRC) system was replaced. In May 2020, J&K introduced new domicile rules under the Jammu & Kashmir Civil Services (Decentralisation and Recruitment) Act, 2010. Under these rules, any citizen who meets certain residency or schooling criteria can apply for a domicile certificate. This certificate is now essential for many local benefits – for example, it is a mandatory eligibility for any government job in J&K and is accepted for local college admissions in place of the old PRC.
